Iran would agree not to make nuclear weapons, would get $300B reconstruction fund

After what the AP calls “days of secrecy,” the Trump administration has verbally shared the memorandum of understanding that the US and Iran are due to sign on Friday. ABC News reports that a senior official read to reporters what was described as the full text of the 14-point MOU but did not release the document itself. ABC News has a full transcript here. Standout points:

• Lebanon is included: The US and Iran would “declare the immediate and permanent termination of military operations on all fronts,” including Lebanon. They agree not to attack or threaten each other; and aim to turn the MOU into a final deal within 60 days.
• The blockade would end ASAP: Washington would start lifting its naval blockade “immediately,” and “fully end” it within 30 days. The US will additionally “remove its forces from the proximity of the Islamic Republic of Iran within 30 days after the final deal.”
• Iran to get at least $300B to rebuild: The US pledges to work with “regional partners to develop a definitive, mutually agreed plan with at least USD 300 billion for the reconstruction and economic development of the Islamic Republic of Iran.”
• US will end sanctions, unfreeze funds: The US will “terminate” all UN and US sanctions on an agreed timetable, issue waivers for Iranian oil exports, and free up frozen Iranian assets.
• Iran won’t make nuclear weapons: Iran, in turn, “reaffirms that it shall not procure or develop nuclear weapons,” though Iran can “maintain the current status quo of its nuclear program,” which the Hill reports means Iran is not explicitly prohibited from enriching uranium. The US and Iran are said to have agreed in principle to an enrichment moratorium, the duration of which has not been determined.
